appeared for one user on Mandriva 2008 box. No accents possible in any kde apps...
tried to start with a fresh .kde, no luck....
added export LC_ALL=en-US.UTF-8 in .inputrc to solve the problem
UPDATE:
(well, I create a new .kde without logging out, so values were written on exit...
logout, start with a fresh .kde and problem solved)
added .inputrc not necessary anymore
UPDATE2: launch a konsole from konsole after export LC_ALL=en_US.UTF-8
